ATTORNEY BIOGRAPHY
Marcellene Malouf served from 2005 to early 2019 as the Executive Director of the DII Industries, LLC Asbestos PI Trust, which, at one point, was the nation’s largest asbestos settlement trust and still ranks among the top today. In this role, she opened the Trust’s doors, managed the Trust’s day-to-day operations, supervised the processing of hundreds of thousands of asbestos personal injury claims, administered Trust operations, oversaw the Trust’s investment portfolio (at its peak, well over $2 billion), established a robust claims audit program, and spearheaded a strong cybersecurity system. At the time the Trust was established, Marcellene was its only employee. Over the years, she grew the staff to approximately 30 individuals, including 13 attorneys.
From 1988 through 2004, Marcellene represented both plaintiffs and defendants in personal injury cases, first at Kemp, Smith, Duncan and Hammond in El Paso and then at Law Offices of Stephen F. Malouf in Dallas.
Marcellene obtained her J.D. from St. Mary’s University School of Law in San Antonio in 1987. During law school, she was a member of the St. Mary’s Law Journal and Phi Delta Phi Legal Fraternity. Marcellene also attended St. Mary’s for her undergraduate work, receiving her B.A. in Psychology in 1982.
Over the years, Marcellene has actively participated in various community, bar association, and pro bono efforts. She served as member and chair of the Jonathan’s Place Board of Directors in Dallas (1998-2015); president of Law Focused Education, Inc. at the State Bar of Texas (2004); member of the Christ the King School Advisory Counsel in Dallas (1999-2003); president of the El Paso Young Lawyers Association (1994); member of the El Paso Legal Assistance Society Board of Directors (1991-1993); and Court Appointed Special Advocate Program in El Paso Board of Directors (1989-1993). In recognition of her contributions to the legal profession, Marcellene received the El Paso Young Lawyers’ Outstanding Young Lawyer award in 1993 and the State Bar of Texas Leon Jaworski award in 2003.
